Here are the IE 8 keyboard short cuts for moving around and navigating tabs.
To get a list of open tabs in IE 8, I think the last item below, (control
key plus letter Q is what you are looking for.

To Navigate through tabs:
1. While on a web page, hold down the Control key plus and tap the tab key
to cycle through open tabs
2. Hold down the Control key and press 9 on the numbers row to go to the
last tab visited
3. Hold down the Control key and numbers 1-8 to go to the various tabs in
the sequence of when opened and running
4. Hold down the Control key and press the letter Q to open quick tabs (all
current internet windows are placed side by side in a multi column list in
thumbnail view and you can use the arrow keys to move around to the one you
want to open and press enter) to open it.
