The trouble may not be universal, but it's widespread and well documented.

It was the same when I used JAWS 8: Jaws key-shift-r.

I just tried this shortcut on your message. You're not in my address list,
and yet JAWS had no hesitation in setting up a reply. So, for what it's
worth, the problem some are experiencing isn't universal.
