Hi control shift d does not make changes permanent. All changes maid in configuration manager are permanent as long as the configuration file is saved. Making the changes to the default file makes the change global unless a setting is over written by an application configuration file. An example is if you have tool tip reading turned on in the default file but it turned off in the skype file when ever skype is loaded the tool tips will be off.
