Yes, once scanned and converted into a PDF or MS Word document the files can be saved as text. All aspects of the product that I have investigated so far are accessible with JAWS.

As for scanners and OCR I would recommend the Fujitsu ScanSnap line.  I
don't remember my model number but it is a sheetfeed scanner that processes
apx. 16 double sided pages / minute.  The scanner comes with Adobe Acrobat
Professional and Abby Finereader. It is quite accessible with JAWS and can take a stack of papers and convert it into a text-based PDF at the push of a

button. The software works with Windows XP and Vista. My model was around
$400 USD.

As for VOIP, I would recommend the Asterix server.  This is a linux based,
and I believe open source, solution that can be managed from configuration
files and xml files.  I'm sure that there are front-end GUI interfaces for
it, but I don't know how accessible they would be.

I am considering the purchase of a scanner and OCR software.
I am somewhat aware of the high dollar blind boutique OCR programs
however,
I have also heard about certain off-the-shelf OCR packages that will play
well with Jaws. I am using Jaws 8.final release and Windows XP-Pro. Do you
folks have any experience or recommendations with respect to these
mainstream programs?
Secondly, Are you aware of anybody who is successfully managing a
multi-station VOIP phone system using jaws?
