Mouse Click doesn't work on Insert f11 task tray items

Hello:
I am setting up a new system. It is using windows xp. A weird thing is
happening. I can see the items in the task tray, but can't get to them
Neither the left or right mouse tabs don't work. When I tab to one of them and
hit enter, the task tray list is exited, but the item isn't opened. Any ideas?
