The sound mixer lets you change the volume of programmes independently. To go to it type in 'sndvol' on the start menu in Windows 7. It can be a bit fiddly though as sometimes other sounds do change slightly as you move one slider so learning which ones affect the others is just trial and error. Also I think the volumes only apply to your logon profile so the sounds on the logon screen or on other profiles can be quieter or louder.
