As far as gaining easy access to windows features c# is far preferable. C++ would require that you first learn the basic language and then learn the windows environment. The C# library subsumes a lot of that while not providing direct access to a lot of the gritty internals. Game wise it would depend a great deal on exactly what you want to create. I haven't tried it but would certainly expect vs to work on 64 bit systems, at least releases from vs2005 and on or so. As for scripts, I know there is a third party script package available but forget where I found it. The scripts included with JAWS are for earlier versions only if memory serves.
