It has to be remembered that JAWS dictionary rules are
synthesizer-specific. This is one reason why FS doesn't have more entries
in its default dictionary. Another reason is a problem that is cropping
up for some people on the other list: assumptions that FS has made in the
dictionary turning out to not apply for other meanings. Personally, I'd
rather just learn to accept the synthesizer's quirks and program only a
few things into the exceptions dictionary, such as my last name ... though
even my last name isn't particularly important to me in this regard.

As for Baez, if you want the accent on the second syllable try inserting a space between the i and e, and it will sound like the following:
