Hi,
Sound works great! All drivers are loaded properly and jaws will speak as
long as I close it then restart it from the desktop icon. This has me
baffled!

If you've reinstalled Windows XP, have you made sure your sound card drivers
have installed automatically. Some drivers don't automatically install
through Windows XP and have to be installed using the software that came
with the sound card.
Try playing some music or something to see if you get some sound.
Sorry if I'm stating the obvious but it's worth starting at the beginning.
