No, you won't be able to use JAWS in safe mode, even with a braille display.
Here's what you can do though: go into the run dialog and type:
msconfig
and press enter.  You will see a group of radio buttons for what will run at
the system startup.  By default it will be sitting on normal startup.  Just
down arrow until you hear selective startup.  When you're done that, you can
either control+tab to the startup page, arrow down until you hear jfw.exe,
press spacebar to check it and then press enter, or just press enter without
checking JAWS and then when your computer reboots, start JAWS manually.
What you're doing here is making it so only JAWS will run at your system
startup, no other programs.
Once you've done any necessary procedures, go back to the run dialog, type
msconfig, press enter and up arrow to normal startup, then hit enter.
