I've never noticed it.  It's usually control+alt+page up or page down to 
change the speed like you said, but I've not noticed it changing the speed 
with just the page down or page up keys.  Are you sure you do not have the 
control key locked on?  Is anything beeping more than it should be?  Perhaps 
you have the "sticky keys" function on (that only comes with a dell I think) 
and you've got the control key stuck on.  Try hitting the controll key only 
once by itself and see if you here a a high pitched beep.  If you do, then 
press the shift key until you here a kind of sweeping tone (it sweeps up to 
a really high pitch and then comes back down.).  That will turn the "sticky 
key" function off.  If that doesn't work, then I don't really know what to 
do beyond that.
