Alan,
It sounds like Borland is using some kind of nonstandard tool tips that JAWS
can't find.  The only other suggestion I have is to switch Screen Echo to
All with Insert+S temporarily before you put the JAWS cursor on the graphic.
If that doesn't work, you're out of luck.
