Hello Sean

It sounds like what you want to do is hyperlink to a "bookmark" within a
Word document.
First, you need to create a bookmark in the document. Here's how. 
1. Select the text that you want as a destination, that is, the point where
you'll land when you trigger the hyperlink.
2. Press Alt+I for the INSERT command on the Word menu.
3. Pressing the letter K will bring up the "bookmark" dialog box and the
"bookmark name" edit field will have focus.
4. Type in a name for your bookmark but *do not uses spaces*, make it all
one word blob.
5. Press ALT+A to add the bookmark to the document.
Second, you need to add the hyperlink itself from someplace else in the
document.  You can even hyperlink to your bookmark from several places by
making hyperlinks in different places in the document if you want to.
6. Select the words you want to use in the hyperlink, that is, the text on
which someone will click.
7. Press CTRL+K to open the "Insert Hyperlink" dialog box
8. Press ALT+O (the Bookmark button) to open the "Select Place in Document"
dialog box.
9. Press TAB twice and then arrow down to the bookmark names you created
earlier.
10. Press ENTER (OK button) to bring that bookmark reference back to the
"Insert Hyperlink" dialog box.
11. Arrow down to the OK button and press ENTER to complete the operation.
(I found anything but arrows here to be clumsy, anyone else?) 
To test it out, left-click on your hyperlink and you should be sent directly
to your book mark.

I'm on WindowsXP, using Word2003 and JAWS 5.1 though I remember it working
the same way in Word2000 under Windows98 and WindowsXP.

If you are replying to my post, I want to jump from one section in the
document to another like for example ummmmm you might have a table of
contents.  You have say 1.1... how to burn toast, and that would be a link
at 1.1 that would take youto the section 1.1.  Then you might have a section
1.2..... how to properly blaim some else after burning toast.  1.2 would be
a link that would take you to the place in the document which starts with
"proper blaiming of the boast burner."  Does that make sense?
