I'd say it might be the keyboard utility program if you have one, I know I 
have one and it works very well with JFW, but on my old windows 98SE machine 
it caused trouble like you wouldn't believe,  if you have a keyboard utility 
I have no clue what it would be called, but you could find it if you look 
hard enough in the system tray and stuff, disable it and see if that makes a 
difference. Other then that I don't know what to tell you, but that's more 
then likely what it is. Maybe even upgrading the keyboard driver if you can 
might help.
