That's probably just an advertisement you're getting.
If you go into Start, Programs, Accessories, and look for System Tools,
there should be an item in there called "Disc Defragmenter".
You should run that every few weeks or months to keep your system running
nice and quick.
That has nothing to do with whatever your MSN problem is.
