I don't know, I got these instructions from a news letter I receive from World Start. You can sign up for it by going to:
www.worldstart.com
and near the bottom of the page you will find the sign up link. The letter has three sets of computer tips and helpful hints each day. It's not set up for the blind, but everybody. I've gotten many helpful suggestions there over the past two years. Hope this helps.

 Here's what I think you're looking for.
Brian
Out Look Rules

By default, all the messages you download in Outlook Express are automaticly
placed in the folder Inbox.
If you receive many messages and if you want to sort them by sender,
subject,
etc, and place them automaticly without your interventionin a different
folder,
you can use the message rules to do this.
If you want that, then follow the steps below.
I will take an example to explain how to do that.
For example, I am subscribed to blindweb list and I want all the messages
from
this list to go to a specified folder.
If you want to make a rule, then follow the steps below.
1. Create a folder where you want these messages to go automaticly.
You can place this folder wherever you want in the tree view of folders. For example, I will make a folder named Blindweb and I will place it in the
Inbox folder.
For this, do as follows:
 Open Outllook Express, and select the Inbox folder from the tree view.
Press control+shift+e, and in that field that will appear, type any name
you
 want for that folder, for example, blindweb, and press enter.
Now you have a folder blindweb in the folder inbox.
2. Start creating the rule. Press alt+t, for tools menu, then r, for rules,
and
use the up and down arrows to select "mail".
3. If you already have other rules defined, it will appear a window with
those
rules, where you can choose which rules you want to be active.
For creating a new rule, press tab once to move to the "new" button, and
press
space bar.
If you don't have other rules defined, skip to the next step.
4. Now, it will appear a window with 4 important fields, where you need to
define the rule.
The cursor is now placed in the criteria list view which is a list with
check
boxes.
Here you can choose the criteria you want, then press space bar to check
that
option.
In my example, all the messages from blindweb list have in the to: field,
the
word blindweb, so if I want them all to go to a specified folder, I have to
choose here "Where the to line contains people."
But, some members of the list could send the message to the list using the
CC
field, and not the To field, so I will use option "Where the to or CC line
contains people."
After choosing that option, press spacebar to check it.
5. Tab to the actions field, and press the space bar to check the first
option,
because this option is "move it to the specified folder."
Here you can choose any action you want. You can choose to forward
automaticly
to some people that message, or to copy to a folder, or even to delete it
from
the server automaticly.
6. After this step, tab to the rule description field, which is a tricky
edit
box.
Here press the down arrow key, until you will hear "where the to or cc line
contains people."
7. It will appear a new window, where you need to specify the text you want
to
match, in my example the name of blindweb list.
8. Type "blindweb" without quotes, or the name of the list you want.
9. Tab to Add button, and press space bar, then tab to Ok and press space
bar.
10. You are back on that rule description edit field. If you will press the
down
arrow, you will hear "where the to or cc line contains blindweb."
Press the down arrow until you will hear "move it to the specified folder."
11. This will open another window asking you for the name of the folder
where
you want the messages from blindweb to go.
You are placed in the tree view of folders, and you need to choose the
folder
you created.
After that, press enter on Ok, and you will return back to the rule
description
edit field.
12. Tab to the name field, where you need to give a name to that rule, and
type
any name you want, for example, blindweb.
13. Press enter on ok, and now your rule is created.
14. The cursor is now on that "new" button you used for making this new
rule.
In this window, you have more buttons, for modifying the rule, for removing
it,
and for applying it in this moment.
If you received a lot of messages in Inbox and you want to send them to the specified folder, choose the button "Apply Now" or if you don't want this, just press enter on OK button. If you choose to "Apply now", it will appear another window. You will need to choose which rules you want to apply and to what folder you want to apply
that rule. By default is Inbox, and you want to leave it as it is.
You have a button which select all the rules, and after you will press it,
all
the defined rules will be applied. Press the apply now button, and it will
tell
you that the rule was applied.
Press enter on close button, then press enter on ok button.
Now you are back on Outlook Express main window, and you just set the rule you wanted.
