Adding the use statement

Hello every body,
In one of my programs, I had instructions to add a use statement inside the default.jss. When I do that I have a message saying "default.jss is not found". When I look inside explore my settings I only find default.jcf, there is no default.jss at all. I'm using jaws 7.1. Any ideas ? Please help.
