My suggestion as well. Also, I've heard there is a program called mp3cut that might be just what you're after:

Cakewalk Sonar is also accessible, but pretty expensive.

and pretty much a professional recording, editing, mixing and mastering application. That's definitely overkill for chopping up some files.
