When you say a page, do you mean a Web document? If so, I'm afraid the Graphics labeller won't be of any help to you in this instance. It's the Author's Job to include Alternative meaningful Text alongside any graphics, which JAWS reads out to you.

Hi,
I have a page displayed on the screen with lots of graphics labels on it and
I want to auto label all the graphics in that window. When I set the auto graphics labeller off, it doesn't label any of the graphics and says no graphics labelled. I've switched graphics label to say all in the verbosity
menu, but it won't label any of them. Am I doing something wrong? Is there another setting in Jaws I need to turn on? Any help appreciated.
