That is the latest information I have as well.

I would agree with that, having recently downloaded TIFF files of
scanned planning application forms and diagrams of between 29 and 88
MB in size.  When converted to high-quality JPEGs they turned out at
typically less than a Megabyte each: the largest was just 1.3 MB.

I have of course reported my findings to the council's IT dept...
