I only said to shut down the clients that have the conflict. The reason is by shutting down, they send a release. You have 5000 clients and multiple DHCP servers, that paints a different picture. That is why it is important to explain the network so we know how to answer. So, these clients are RRAS clients obtaining an IP from your servers as part of the connection. You need to state that. Deleting all of the leases on all the DHCP servers was a bad move because now you have thousands of clients with IP addresses that the DHCP server thinks it has available to supply.
