You need to create a protocol rule that allows outbound access to TCP
3389.

Hi Tom,
In order to let internal users to access outside terminal
server, I opened the port 3389, but users have still problem to access
terminal server, the terminal server is working properly, do I need to
do other configuration in ISA?
