You can't just copy the .MSC file to another box; you have to use the ISA
installation in "admin only" mode so that you get the ISA COM objects
registered on the local box.

I'm not sure which you mean by "local mmc".  Do you mean the one on the
same machine as ISA server?  Or do you mean on another computer?  If the
latter, are you referring to the ISA server by name or by IP address?
