FWIW, a little over a month ago, when I applied a patch to one of my
ISA 
boxes, the Web Proxy service failed to start but I got a "file not
found" 
error.  I was running Trend Server Protect on that box as well, and
the 
update did not get along with it.  Stopping Trend, letting the proxy
come 
up normally, and then starting it worked.  I don't know if you have 
anything similar on that guy, but thought I would chime in.
