ISA doesn't need to resolve USER SID details... thats why in "for all
users" its faster
then in user specific. Usually this is problem of AD queries.. check if
your AD integration
is correctly configured to perform especially DNS settings.

I've built a new rule to access a site using a protocol. I've set the
permissions for a user. When I that user uses the created rule through
the
firewall proxy client to access the site defined for that protocal, the
response time is very poor (more than 20 seconds). But if I change the
permissions for all users to use that rule the response time is
'realtime'. What may be happen?
