It does sound like exchange/security problem.
Check the event viewer on exchange server, look for something like this...
DCOM got error "Logon failure: the user has not been granted the requested
logon type at this computer. " and was unable to logon .\IWAM_SERVERNAME in
order to run the server
You can also search technet for this issue.

A very good day to all.
Anyone knows what to do to allow change off password through isa in outlook web
access.
First thought it should be exchange problem but the message gives page can not
be displayed.
Should I add a publishing rule?
