As far as I remember you have to use the Firewall client to be able to use
access control on user level. Have you tried that?

I've just installed a stand alone ISA in integrated mode on an NT4 domain.
i've setup the protocol rule, and client firewall client and with MSN
Messenger. Problem is that messenger only works when protocol rule applies
to any request. it doesn't work when i apply the rule to a domain user or
group.
any suggestions!
