You can change the properties of each log to write them in "ISA format"; this 
will log in local time.
The ISA help covers this in detail.

  Time in the ISA logs is GMT.  There is no way to modify this unless you do 
some data manipulation on the back end. 

  I'm not aware of any 'ISA firewall' monitors. sorry :(
