Since the NIC is disabled, you've effectively "unplugged" it.
You don't get any "safer" without actually pulling the cord.

i wanna change my outbound ip address ethernet without
restart my isa server by doing this :

1.open outbound network card propeerties.
2.click disable
3.open TCP/IP properties
4.change ip address
5.ok
6.click enable
7.ok

Q: is it safe/secure by doing this things ;)
