This is actually the situation currently, but I want to do it through
ISA publishing rules rather than GP.

Ruba,

you can solve this by modify the proxy setting in each pc to bypass the
proxy for local addresses,

Internet Explorer--->tools--->Internet option--->connection--->lan
setting---> (( check Box))bypass.......

or easily , you can make a group policy on the users ou to make it for
you ...

open the group policy opject .....

Domain Policy--->user configuration--->windows setting--->internet
explorer maintenance--->connection--->proxy setting--->(( check box))
don't use proxy..... or you can but the address you want...

        Hi list,

        I have three ISA2004 3 ISPs, one ISA is publishing websites, I
want all the internal users regardless of the firewall they are using to
skip the proxy when accessing the websites published by our ISA, I
don't' have a split DNS(local domain and public are the same), how do I
do that?
