That's a Winsock timeout error.
Essentially, it means ISA timed out trying to connect to the internal FTP 
server.
Can you connect to the FTP server from the ISA itself?

I fallow the tutorial to publish my ftp server behind the ISA (using
another machine).
Connecting locally there's no problem on the internet using cute ftp I
have this error "Can't connect to remote server. Socket error = #10060".
