Allowing traffic from the Internet to the LAT requires Server Publishing Rules, 
not Packet Filters.
In fact, using both creates a conflict for ISA.
Drop the PF and use only the SPR...

I can connect From the ISA to the ftp server.

I´m also using ADSL Efficien Networks 5861 Router on ISA.
I created a inbound NAT setting using TCP port 21 to same port on ISA IP.

i did create a packet filter for tcp port 21 inbound and outbound
Do i have to open any other port?
