The URL redirects to:
https://pcsd.usda.gov:3076/finance.htm
Since this is a non-standard SSL port, you'll need to :
1. get http://isatools.org/ssl_tpr_add.vbs
2. change the default ports to 3076
3. run it on the ISA
4. restart the Web Proxy service

I have a client attempting to access the following site:
http://pcsd.usda.gov/finance
He does have the FW client running and enabled. Yet when this URL is
accessed it redirects to TCP 3076, some kind of an SSL connection being
initiated as it seems..
If someone can assist in solving this I would appreciate it.
