List seems a bit slow today, so I'll take a stab, someone will correct me if
I am wrong, but I believe you want (going thru the wizard, answers would be)
 
allow
custom
tcp
outbound
local all ports
remote fixed port 43
default
all remote computers

I need to open the WHOIS port on the ISA machine itself. 

 

I believe I am correct in needing a packet filter but I unsure as to the
port and other settings.
