W3Proxy (Reverse Proxy) Fails to respond

I have and ISA standalone machine publishing a Web Server and Email
Server(Mapi only)
On occasions the w3proxy server stops responding to securenat client Get
HTTP requests (the get requests are logged ok in the Webproxy logs)
A stop of the w3proxy service fails from both ISA management and from
Services admin.
A reboot of the box with w3proxy disabled, cachedir deleted, w3proxy
restarted also fails to restore the w3proxy service to functioning, and it
again cant be stopped.
The only method i have found to restore service is to Restore the entire
machine from tape backup.
Other info O/S is Win2k Server SP2, ISA Standalone SP1
Any clues
