VPN errors

Occasionally, I recieve and alert message that says the VPN client failed
to connect. the exact message is "Description: The VPN connection attempt
by user Domain\JSmith from VPN client IP address 165.92.156.13 could not
be established. The failure is due to error: 0xc0040021 ". I first
thought that the user wasn't logging in correctly but, I now I'm not so
sure. Any help would be appreciated.
