Ok; before you get started, I know it's not intuitive...
1. grab your ISA CD
2. drill down to the sdk\inc folder
3. use your favorite text editor to open wspfwerr.h
4. search for 0xC0040021
5. read the comments:

IOW, this connection was rejected for authentication failure.
RRAS didn't like the credentials and told the user to bugger off.

Occasionally, I recieve and alert message that says the VPN client
failed
to connect. the exact message is "Description: The VPN connection
attempt
by user Domain\JSmith from VPN client IP address 165.92.156.13 could not
be established. The failure is due to error: 0xc0040021 ". I first
thought that the user wasn't logging in correctly but, I now I'm not so
sure. Any help would be appreciated.
