VPN between 2 Domain Controllers

I've been trying to establish a Demand dial
VPN link between 2 domain controllers running ISA.
I can get it to work one way, however the other way
I get the following error message:
"The wizard cannot create the Virtual Private Network
(VPN) connection. An action to allow dial-in permissions
Failed."
Any ideas anyone ?
