Create a new protocol definition as:
    TCP
    inbound
    local=3389
    remote=any
Create a server publishing rule using that protocol.

    Inbound or outbound TS?  The settings are different for each...
    Outbound is easy; just allow the "RDP" protocol in protocol rules for LAT 
clients, similar packet filters for ISA
