Some webpages not loading

Ongoing problem ISA2004/Win2003, some webpages are not loading. Webmail
inboxes, shopping carts, Dell's website. I have tried everything I know
to do. I have tried changing mtus, reinstalling, and every article I can
find.
All clients are firewall clients. I have tried it with web proxy clients
and secure-nat clients. No difference.
I have only two access policies. One allow all internal to external all
users. The other is deny all external to internal all users. In that
order.
This is a test network . I have ISA2000/Win2k running on production
network with same internet connection and it works fine.
This is the error code I get on a ISA page:
Technical Information (for support personnel)
* Error Code 64: Host not available

Jim suggested I run netmon. Ok, I did and nothing pops out to me as
wrong. Would someone be willing to look at my netmon results and tell me
what is happening. If so contact me off list and I will send them to
you.
