At any rate, I finally got it working. I think the issue was DNS related.

Not a dark art, just the time taken to learn the product.
Now you've randomized yourself even more by switching versions.
You could try Proxy 2 and Proxy 1 until you feel comfy, but that won't get you any closer to using ISA 2004, will it?
"403" errors with "12202" are specific to destination set matching failure.
Read the ISA help and articles on isaserver.org on web publishing and all will become clear.

I have other websites running fine published on other ISA servers; it always seems to be a dark art to getting it to work ....
