When you start your local ISA VPN wizard if you didn't enable both
the local and remote ISA VPN computers can initiate communication check
box
You will not be able to initiate the connection from the local vpn
server
If it is selected then you can initiate the connection from any one

Why you say "the remote vpn server must initiate the connection between
them not the opposite", why the connection cannot be initiated by Local
Server??
