Resource Not allowed 12202

Here is one for all of your ISA greats!
Sometimes when I make changes to my ISA server, like;
Add items to the SMTP Filter, Modify Destination Sets
Requests to my webserver are rejected with a 12202 error. The only way I've
been able to get things working again is to reboot my
ISA.
Has anyone else seen this?
