He already stated he does not want to use Remote Desktop as that is a
console session and he wants to see what the user is seeing.

This is very easy to do.

 

Goto   "computer management"

Local Users and Groups

Select Groups

Select "Remote Desktop Users"

Add the users 

 

Next   back to Control Panel

System

Select the remote tab

And enable the remote desktop

 

 

To access the remote PC

Install the advanced terminal server client  or install the TSWEB on a Web
server

 

I found that users have to be "local admins"  on the PC or enabled via group
policy
