If you are using a Windows XP Professional, try the sc command.
 
sc \\Servername stop alerter
sc \\Servername <file://Servername/>  query alerter  *Optional*
sc \\Servername <file://Servername/>  start alerter
sc \\Servername query alerter *Optional*
 
sc /?

        This question is not concerning ISA but I need help, Dose any
one know if:
        There is any command that we can use it to restart RRAS remotely
with CMD Prompt from server to remote server, and both servers are in
the same subnet?
        Could you please help?
