Protocol Rule: Deny all except didn't work

Hi,
I created only one Protocol Rule for my Firewall clients such as below:
Access Deny
All IP traffic except selected "DefinitionA"
Client Set: 192.168.250.1 to 192.168.250.254
Protocol Definition: DefinitionA: TCP, Outbound, Port 9000
The machines under the client set can't seem to connect to port 9000. Error
13301 is shown in the ISA FWEXTxxxxx.log
