Yea you can.  The only consideration is that any IIS services running on the
ISA server need to be mooved to a port other than 80.
Standard web publishing can then redirect the external request to the IIS
server on the non default port.

To achieve this go to ISA management, click on the server under Servers and
Arrays, right click then properties.
On the Outgoing Web Requests tab change the TCP port to 80.

  As i understand the default port setting for outgoing web request from
internal clients is 8080. Can i change it to 80 if yes how and also if i put
this as 80 then what about incoming web request which by default set on port
80
