Packet Filters doesn't work

Dear All,
To manage SMTP and POP3 servers, following your article "How to use ISA
Server Packet Filters", I tried to create a new IP Packet filters Rule and
then I restarted Firewall Service. With NETSTAT utility (typing "netstat
-na|find ":25" and "netstat -na|find ":110"), I checked if ports 110 and
25 were opened, but I didn't find any ports opened. Terrible!!!
What is the reason?
Can someone help me?
