You can allow all out, but you'd have to publish to get it all in... Don't think that's gonna happen unless you put ISA in "router" mode ;) Why not just put the device on the external segment?

I have a hardware device that I need grant full access inbound and outbound for all TCP and UDP ports. Can this be done with ISA 2000? If so how?
