I would be happy to put it on the external segment however, I have a public ip on Cable modem and on ISA External NIc.
Can I put the device on the external segment without needing another public ip? If so how?

You can allow all out, but you'd have to publish to get it all in... Don't think that's gonna happen unless you put ISA in "router" mode ;) Why not
just put the device on the external segment?

I have a hardware device that I need grant full access inbound and outbound for all TCP and UDP ports. Can this be done with ISA 2000? If so how?
